#115169 - Take it literally
Responding to: ???'s previous message

Is it possible you can tell me in a little more detail?

What detail is there to add?
The terms mean exactly what they say:

Stuck At 1: The signal is stuck (ie, fixed; never moves) at the logic '1' state - it never changes, no matter what the inputs may be.
The Truth Table for such an output could be:
Inputs |
 A B | Output
-------+-------
 X X | 1

Stuck At 0: The signal is stuck (ie, fixed; never moves) at the logic '0' state - it never changes, no matter what the inputs may be.:
Inputs |
 A B | Output
-------+-------
 X X | 0
