for that sort of money, there's pretty significant motivation to "roll-yer-own"
that cwould be outright theft unless you made the software too (good luck). There has been (I know none succesful) to make hardware copies of emulators and stealing the software from an emulator manufacturer. An emulator company I know of has many more people involved in software than hardware.

This situation (no succesful use of stolen emulator software) is very fortunate since it allow the emulator manufacturers to freely make their software available without jump through hoops to use it.
