I assume "work great" means 24MHz with the 24MHz crystal.
I had a case where a 3rd overtone crystal ran base when a chip had data code x, when the very same chip had data code y the crystal ran overtone.

Maybe someone versed in the underlying causes can illuminate the reason, I have no Idea, all I know that sometimes they do, sometimes they don't.
