The burden capacitors belong to the crystal and not to the processor. What happens when you use a sensible burden cap, like a 22pF ? What is the crystal spec ? At 24 Meg are you using an overtone crystal ?
Kai Klass of this group has written a long and highly detailed analysis of crystal oscillator theory in the 8052, this is another post by Kai, referring to the article http://www.8052.com/forum/read.phtml?id=106393 It would not be the first time that Atmel make a monumental mistake - some here won't touch their devices with 10 foot pole.
