1)I have 0.1uf capacitors near vcc pin and two more near resistor networks i am using three 10kohm resistor network and all these are having seperate 0.1uf capacitor at the common vcc pin.

2)and why not electrolytic capacitors
my board is having 22uf capactor at power input pin


1) you need 10-100nF directly (less than 1cm long traces) across every chip. The inductyance in a 1" long trace can be enough to render the capacitor worthless.

2)nothing wrong with electrolytics, you need them, BUT you need to have 10-100nF capacitors as well, the electrolytics are lousy at higher frequencies.
