Thank you for the replies. Apparently I was entirely wrong on my assumptions. The win32 functions such as getcommstate/setcommstate etc. sets paramaters for the com port but there is no communication between devices from the invocation of these functions. That pretty much clears up everything and invalidates nearly everything my post was about. Sorry for posting garbage!
