I don't think Jon has specified the voltage he is operating at, but it is relatively low wattage. Even if we ignore the thermal capabilties, a fixed resistor can limit the current long enough for the fuse to blow, while not stressing the Triac to the point of destruction. There may be a value of the resistor where the circuit can tolerate the continuous volt drop across the resistor (and of course the resistor can tolerate the power dissipated and the standoff voltage).
