Assembly means putting together. Final assembly might mean putting covers and labels on after Test and calibration.

A Normal Sequence would be.

PCB Level Tests.

Assembly.

Optional PreTest.

Test (or test and caibration) This would include repairs to correct faults.

Final Assembly.

Final Inspection.
