There's actually a very inexpensive clip set that fits SO DIL's through 28 pins and PLCC's up to 84 pins.  They're made by several outfits, of which I can't recall a single name, but of which I have a set up through PLCC44.  They normally (IIRC) cost about $9 each, on the average, and just clip in place like a clothespin, thereby providing .025" square pins to which one can attach test equipment.  These work really well at frequencies up to 50 MHz, though I suspect they radiate quite a bit when the leads are attached.
