a general obligation bond can result in the issuance of municipal bonds, which are, IIRC, tax-exempt instruments intended to generate investment of private individuals who will be reimbursed with generous interest, considering that it's tax-exempt, from revenues generated by the funded activity, such as a stadium or airport, once it becomes operational.  That requires no tax burden on the general taxpayer base.
