Your READ / WRITE sequence is not correct. You should enable the EN pin after setting up R/W and RS signals. As an example I have modified your WAIT_LCD routine as follows

WAIT_LCD:

CLR RS ;It's a command
SETB RW ;It's a read command
SETB EN ;Start LCD command

WAIT_LCD1:
MOV p1,#0FFh ;Set all pins to FF initially
MOV A,p1 ;Read the return value
JB ACC.7,WAIT_LCD1 ;If bit 7 high, LCD still busy

CLR EN ;Finish the command
CLR RW ;Turn off RW for future commands
RET
