There's no licence for the parts - but yes, you have to pay for the tools. At least, you did in Triscend's day - not sure how Zylogic are going to play that one. It does seem somewhat daft for any company to put up any barriers to the adoption of their products - surely they want to make money by selling products, not by selling tools? That said, the Triscend licence was a whole lot cheaper than Atmel's FPSLIC (an AVR with on-chip FPGA and Flash) - which seems to be the only other comparable thing available today.
