For an Emitter follower circuit or also known as common Collector circuit, the B-E function is forwardly biased, thus Ve = Vb - 0.6, that's why it is called Emitter follower (0.6v is the voltage drop on silicon diode). As long as Vc is higher than Vb, Ve will follow Vb less 0.6v. But if Vb is higher than Vc, then the transistor is saturated and Ve will be held by Vc. I hope this can help you understand.
