Well sir i dont know ,, really dont know, i have readed the Datasheed of that (AT24C04) and i have tried to code it...

well sir there are the Answers of your Question,

how far apart are the devices?
how many ohms are your pullup resistors?
do you have the abilkity to get an already written EEPROM?
have you tried to set 'indicators' at places like JNB SDA,$ to see where you 'hang'?


1.well sir the devices are at same board, (Even i think there are so close, like the Married Couple .. lolz)
2.i am using 10k-ohm on both SDA and SCK (SCL)
3.No, well sir its my first time,
4.Well sir i have tried to comment that "JNB SDA,$" and i have also tried to label that like "TST: JNB SDA,TST",

But still at the Doorstep, (Not in....)
