Charles, this has nothing to do directly with speech, (mainly "extra" characters in the alphavet) but maybe something of my experience there is of value to this.
I have taken American products to other countries and always, when reporting some "native" problem heard "that is of no interest". It is, of course, very possible that the designers of this chip have "thought international" but I would, in your situation, make sure before I got too far. I suggest that before you get too far invested in this you find a speaker of Danish, Dutch or Hebrew, these are, in my opinion, the languages that will test the chip to the limits.
