Hi Ralph,
I have seen a software which did such things, I think it was from IBM. But the software needed to be trained for a specific user's voice and was pretty slow. I know a friend who has been doing research in speech recognition and they use powerfull DSPs. There is a lot of research still going on in this area. Here is a link to their website.
