I'm not familiar with this chip, but maybe 74HC74 can even be omitted, if mode 3 is used (square wave generator instead of rate generator). If Mode 3 is used, 74hC74 can indeed be omitted. But for certain frequencies the square wave becomes slightly unsymmetrical, output high for (n+1)/2 counts and output low for (n-1)/2 counts, where 'n' is the individual divisor needed to derive this certain frequency from master clock of 2MHz (20kHz).
