According to Richard, he has no EPROM, so there should be no problem with that other than it cannot work...
But you are right - the "burning" circuit might be missing or faulty or might draw too much current - and does it in pulses. Additionally, there were two programming voltages for EPROMs - 21V for older and around 12V for newer - so if somebody uses the older "burning" circuit with newer EPROMs, that might fry the EPROM...
