Yes, I have done Skype both on my phone and on my tablet.

Having it work on a phone does prove the point that the bandwidth can be had. Moving it to a PC doesn't really matter - you can use a USB-connected thumb modem with a 3G card.

But there are also solutions where you instead of VoIP with Skype just run normal GSM calls from your computer.
