It is normal that you get 2V (in fact GND if OP07 could produce 0V with single supply!). This is because U1 -input is connected to ground via the photodiode, and +input also is GND. You need to bias the photodiode, in this case with some resistor connected to a +V supply. And feed U1 with both + and - V supplies. With your circuit, you will get a [edited]non-inverted output, but shifted. There are other different configurations possible.
