A digital schmidt trigger can be biased to affect its behavior. It has a set threshold in the case of the 40106, IIRC, ratiometrically dependent on the supply voltage. if one then sums the input signal with a divider-generated voltage, and matches it to the appropriate impedance, it should do the job with just a couple of resistors, and that's cheaper, isn't it, though it has the same weaknesses as the EDN example?
