Ive got sone vhdl code an nco which i developed for another project which like yours produces sine waves at the reuired frequency.It would be simple to modify it so it produced a narrow pulse at what ever point in the cycle you wanted and because it would be sipler that a standard nco it would fit into a smaller CPLD.
