We have no microscope camera attachment, but what it looks like is that the little legs are soldered to the board, but not 'soldered' to a tab sticking out from the chip body. So you have this little

shaped metal strip that has contact to the board, but not to the chips lead frame. I always thought that the legs on a TQFP were one piece, but evidently that is not the case (for this device)
