Seems to be an active snubber, but a strange one.
Can you give us the original link to the circuit? There seems to be a drawing mistake. Active snubber Q1 is turned-on for a brief period determined by R6 and C7. D3 protects the base of Q1. D1 and D2 are also protection diodes. Kai |
