A "devkit" would normally be expected to consist of:

  • A built & tested PCB featuring the IC under development/evaluation, plus various ancilliaries to facilitate the development/evaluation; eg, PSU, LEDs, etc;

  • Software to demonstrate the capabilities/features of the IC under development/evaluation, using the supplied PCB;

  • Documentation for the above.

    That's what you need - Is that what you have?
