There are several houses in the PRC who produce PLCC-to-DIP and even tqfp-to-DIP PCB's at very reasonable cost (<$1). These might "get you over the hump" until you make a firm decision for the long-term. You might even choose to make and use one of your own design, though I doubt it would be as cost-effective.
