An rs232 reciever which samples the input at 16 times the baud rate and syncronises the reciever to the middle of the start bit and then shifts the serial data out,with parity and overrun error detection which you could simply use a few times in your 'HUB'
not sure how many you need but you could have lots of them in a fairly simple cpld all flashing their little status lights,you cannot go far wrong if youve got flashing lights i always think.
