Not really. It has a current transfer rato of 100%, so you have to put in as much current as you take out. This leaves you with the same problem: How to supply enough current from the port pin?

Additionally, the 70mA Grant needs to switch is dangerously close to the absolute maximum rating for the 4N35. These things are just not meant to switch 'heavy' loads.
