Considering simplified model of a capacitor as follows,

o-- ESR -- ESL -- C --o

ESR: Equivalent Series Resistance
ESL: Equivalent Series inductance

Quality Factor (Q) is calculated as follows.
Q = (ESL / C)1/2 / ESR

Therefore, 'low-Q' means 'high-ESR', 'low-ESL' and 'high-C'.
